After a remarkable career in government finance, Round Rock Chief Financial Officer Susan Morgan is set to retire, having dedicated 10 years to the City of Round Rock.
Morgan has been instrumental in maintaining the City’s financial health and sustainability, managing critical functions including budgeting, accounting, financial reporting, treasury management, municipal court, purchasing, and utility billing. Her leadership has been vital in navigating a decade of growth, strategic investments, and long-term financial strategies for the City.
Prior to her tenure with Round Rock starting in 2015, Morgan was the Finance Director for the City of Georgetown and held key positions at the Brazos River Authority, the Texas Water Development Board, and HDR Engineering. A Certified Public Accountant, she earned her accounting degree from Texas Tech University and has been a proactive leader within the Government Finance Officers Association of Texas (GFOAT) and the Comptroller’s Property Tax Forms Committee.
Thanks to Morgan’s efforts, the City of Round Rock was one of just eight cities in Texas to earn all available transparency stars from the Texas Comptroller’s Office and achieved top bond ratings, resulting in significant savings for Round Rock’s residents.
“Susan’s expertise, commitment, and consistent leadership have been essential to the City of Round Rock,” noted City Manager Brooks Bennett. “Her contributions have strategically positioned us for ongoing financial strength, and we are immensely appreciative of her service.”
“Being part of this incredible organization and community has been the greatest honor of my career,” Morgan reflected.
As she enters retirement, Morgan and her husband, David, look forward to spending more time with family and exploring travel opportunities.
During its regularly scheduled meeting on Thursday, Feb. 13, the Round Rock City Council expressed gratitude to Morgan for her expertise and officially welcomed Kevin Klosterboer as her successor. Klosterboer, who most recently held the position of Director of Finance for the City of Cedar Park, officially became the City’s new Chief Financial Officer on Monday, Feb. 10.
Klosterboer’s return to Round Rock marks a homecoming, as he previously worked as the Budget Manager for the City before transitioning to the City of Cedar Park, where he advanced from Assistant Finance Director to Director of Finance in January 2023.
A native of Central Texas, Klosterboer earned a Master of Public Administration from the University of Kentucky and holds a double major in Political Science and Biology from Knox College. He began his career in local government finance through the ICMA Local Government Management Fellowship program, gaining initial experience in municipalities in Georgia before returning to Texas.
“We are excited to have Kevin back in Round Rock,” said Bennett. “His extensive knowledge of municipal finance and familiarity with our City’s budgeting processes make him an excellent fit to lead our financial operations going forward.”
Klosterboer will manage the City’s financial operations, upholding Round Rock’s principles of fiscal responsibility and strategic growth.
